There are so many holes in your statement. You probably should leave MLB out of this when you clearly do not understand baseball in 2023.

MLB has a luxury tax, not a salary cap. It did not stop many teams from going over it. Most of those teams have not benefitted from going over the way you portray. The 3 teams with the highest payrolls in baseball are currently in 4th, 4th, and 3rd place in their divisions. The best team in baseball has the third-lowest payroll.
