That a player is not physically able to handle the NFL even if he is skilled enough, until he is three years removed from HS. This is to protect 18 / 19 year old kids from being hit by seasoned pros.

I personally think it's a good thing. This isn't basketball where a gifted athlete can play with professionals. A young mans body isn't fully filled out until he's around 20 years old.
