prohibit players from receiving bogus "NIL" deals, since that could be used to bypass their salary caps and other competitive balance safeguards.

What's happening at the college level is equivalent to that. Teams and boosters are funding unlimited payrolls through so-called "NIL" deals which aren't NIL at all.
