The NFL draft and the current rules for its operation are based on the terms of the collective bargining agreement. The current NFL players could seek to expand the agreement to preclude (or delay drafting) anyone who violated an agreed set of nil rules.

Whether the college kids (or those supposedly looking a free their interests) would go along is another question.

Bottom line is it seems to me you would have to make all college players and programs parties to the pros’ collective bargaining agreement. And that could open a lot of doors that college football wants to stay closed.
