Can the NFL fix the CFB NIL issue with a ban?

The NFL prevents underclassmen from going into the draft by by requiring three years of college football.

Can't they institute an amendment that adds that any player that has sold individual NIL rights prior to being drafted, is ineligible of being signed to an NFL contract?

Grandfather the rule in so as not to screw current collegiate players that already have an NIL deal.

And just like... the problem goes away. Or at least reverts back to the pre-NIL era.

Is there any other quick and easy solution by an entity or institution with more power?
