I realize this is your MO on this forum; find a "factual" issue with a statement and go ballistic about it despite the meaning not changing one iota. I know the rule quite well, I just stated it in practical terms that apply to 99.9% of players (full disclosure - guessing on the 99.9% but I suspect its close to that).

Almost nobody sits out three years and then declares for the draft. I think there have been a couple of extraordinary cases but for the vast majority of players, they spend three years in college (some of it may be in juco).
