I feel like you're intentionally evading the question.

And by the way, the fact that those schools already have a considerable advantage is why it's so imperative for the NCAA to have policies that limit the advantage as much as possible. As the NCAA said, a policy like this would *fully* upend the balance of national competition in college sports.

Now, let's hear some regulatory ideas that would prevent this policy from widening the talent gap between schools like Texas and schools like Mizzou.
