Notice that the NCAA said this would *fully* upend the competitive balance. They're acknowledging that certain schools already have advantages over others, but pointing out that a policy like this would widen the talent gap to a point that it ruins the game.

The argument you're making that "things are already unfair, so what difference will it make?" ignores the fact that the competitive balance could become even worse than it already is — enough to ruin college sports.
