it definitely does not HAVE to be done.

We have students in our educational system that require the full time services of from 1-3 adults at all times. Many of them will never function at a level that would allow any independence.

Does it really make sense to 'educate' them for eighteen years?

Once upon a time they were sent to state schools. Granted the conditions at these schools were less than acceptable. But the answer of dispersing them to their home schools does not really make sense to me. You have hundreds of schools paying specialists to educate a very small number of students and maybe just five miles down the road there is another school doing the exact same thing. It is a horrible use of limited resources.
