We live in a different world than 1776. It is still run by the states and states have their own curriculum and test according to it. One of the reason for students graduating and cannot read is because the states take away funds based on the graduation rate for students. I am sure the fed does as well. Wasn't the KC school district taken over by the state at one time? A Public School was never meant to operate like a business. Should be efficient, but not it's main purpose.
