Consistency between states is the argument

Consistency between states is one argument. So that children in one state don't have standards wildly different than another. ANother argument is to provide funding and prgrams for poorer states so those children don't wind up completely disadvantaged compared to children in wealthier states. I don't completely agree with these, but those are the arguments I have heard.
