The state never took over the KC district. As a matter of fact they did everything in their power to avoid taking it over. They went as far as changing the rules to make sure KC got it accreditation back before they were forced to take it over.
The Missouri DoE knew that they could not fix what was wrong in the KC schools and did not want to take on a failing project.
Failing schools are a symptom, not the problem. Failing communities have failing schools. You cannot fix the schools before first addressing the community issues.
