It is a little more complicated than that. They have accomplished one goal of creating more students that are more prepared to enter the technical fields. Done their best to get the states producing more equipped students. It isn't enough though. Discipline is really lacking and learning disabilities are on the increase. There has always been a lack of expenditure on special needs children. To cure this it has to be promoted at the elementary level and that means smaller classrooms and smaller curriculum.
