I agree to many Leftist actually think you can take a genetic deficient specimen, with a bad environment throw money at them create a Proficient and productive Citizen.

It's the Hollywood fantasy effect of a Great Teacher and School taking the unwashed and with Love and understanding they work miracles. It's laughable on so many levels. Everyone has a Genetic Ceiling and Couple that with their Parental environment a lot of students are never going to obtain the minimal standard. And that doesn't even factor in teachers who are bad or are more interested in preaching their message.
