has nothing to do with the unions anyway. Every district has lawyers on staff whose only job is to make sure all of the I's are dotted and the T's are crossed on SPED paperwork. When districts don't follow the rules there lawsuits follow and they have to write checks with a lot of zeros.
In Missouri, thankfully, teachers unions are pretty powerless. The solution to the issues you claim here is to vote with their feet. If a district is not treating you well as a teacher then move to a different district. I have done that more than once when I did not see eye-to-eye with a new principal.
