Not try to do it all at once.

Identify guys with upside and develop them. Put a good product on the court. Then recruit a little better. Then win more and continue to recruit better. If Mizzou does that over a 6-8 year period then you will see a team that can compete with the top teams in the SEC most years. Which would also put Mizzou in a position to make a run in the NCAA tournament.
