I don't know if juvenile offenses are "expunged" for purposes of federal firearm laws or not, but if so, change the facts to make it a hypothetical. An 18 year old goes around shooting at people with a BB gun. Same outcome.

As for your second point, it would depend on the "mental issues". Someone who is successfully treated for depression should not be prevented, and constitutionally could not be. Someone who is a raging untreated schizophrenic who thinks that all white people are trying to kill him, another story.
