wouldn't have settled for anything less than what they ultimately passed.

Again, they wouldn't even listen to the most powerful universities in their own state, despite having many of their alums in the legislature.

Also, the NCAA's members strongly opposed NIL, even the ultra-liberal schools (and they still do, despite being forced to embrace it now for recruiting purposes). Since the NCAA represents the interests of their members, there's no way they could have pushed an NIL agenda at the time.
