Keep in mind, the NCAA represents the universities and does whatever they collectively want. That's why the NCAA is fighting NIL tooth & nail... even its most liberal members are adamantly opposed to it. For example, all 4 of the PAC-12 Cali schools voiced strong opposition to the state's NIL legislation - https://www.stanforddaily.com/2019/07/16/stanford-opposes-bill-that-would-let-college-athletes-in-california-profit-from-endorsements/

They know the impact it will have on college athletics.
