Unfortuantely, most schools are spending most if not all of that cash on other things.
Trying to keep up with the Jones in staff salaries. Expanding expenses for travel, recruiting, day to day food, utilities, medical and other miscellaneous things.
Upgrades to facilities.
Repaying loans.
