although it's just speculation.

I think the behavior of the 3 staff doing the interviews, as reported by several girls, and others, show that they were "in on it". The 'EE is getting fired now let's get some evidence for it' plan. How else would you explain what was reported. Yes, they were following Rhoades orders. Your statement that those 3 "didn't know what they were looking for" makes no sense. Their behavior shows they were trying to get evidence to reach a predetermined outcome. According to various reports those 3 knew exactly what they were looking for. And what they were not supposed to find, also.
