staff members doing the "interviews" they were simply doing what they were told. They didn't decide to start the investigation and they didn't decide what they were looking for. Also re: the title IX process (not that you mentioned it) it was a completely separate process so they can't really be blamed for their end. They are federally required to investigate any claims.
