17 year old potential college students are efficient? Harvard long ago figured out they were much better off subsidizing everyone who couldn't pay so they could get better students with more potential to donate the in the future, rather than get stuck with less well performing students who can pay. The US should do the same. It would much more efficient than the current system which reduces incdntives to attend college and to enter fields where the most talented can be productive due to high loan burden.
