There has been some course correction the last several years due to various issues, mostly having to do with governments, but also due to China is not that low income 2nd rate economy more, so they will go find someplace cheaper.

If government incentivizes enough, yes they will bring more back home. But these companies are also not just producing for the USA, they are producing for the world.
