The NCAA is going to write these rules only so that smaller programs can't pay large salaries and make huge advancements.

This is especially the case in basketball where all you need is 3 studs. Imagine if you are a KU where you don't have football income and a dozen Gonzaga's pop up across the country to dilute the value of your basketball revenue. SLU has billionaire alumni, what if they gave them $200m and said to use the income off it to pay salaries for 3-4 basketball players every year. The big programs don't want that competition but they are the people who write the rules.
