one reasonable explanation of this.

1. It is a garage pull
2. The pictures look like it was tied like a noose for some damn reason.
3. It was not done as an act towards Wallace at all.
4. While maybe not 100% universal, this is not the only garage pull in nascar that was tied in this manner.
5. Wallace was really pretty much free from any blame until he went on cnn and insisted it was a noose that was placed to send him a message and that there has never been a nascar garage pull tied in this manner.

If you look at the pictures, you can clearly see that the pull rope on the garage door next to his is kinked from having been tied in a loop and then untied. The very safe bet here is that that loop was tied in the same manner.
