Really. No wonder refs are all over the place on it. Points a and b explain almost nothing precisely and then point c contradicts earlier parts of this rule monstrosity. Its a D foul in the restricted area, except its not if the D is straight up.

You a**holes, first, if the D gets off the ground an inch it IS an automatic foul, no matter how straight up he is. Also, we've had dozens of such examples this year, and last, and being straight up and moving NOTHING didn't avoid a foul

Fix your rules you admin jerkoffs and require refs to be consistent. God I despise you people.
