I used to be a ref. It is 100% fact that there are situations where the way the rule is written and the way guys are instructed to call it are not the same.

Think of it like Title IX. That loss is absolutely nothing about athletic scholarships having to be exactly equal. Athletic scholarships were not even really part of the consideration when the law was written. But that is the number one factor in how the law is publicly used these days.
