If you want professional services from a health care provider, then you have to pay for it.
If you have numerous needs because of health/dental problems, then you should expect to pay more.
If you should expect to pay more (and if you want the services), then you should prioritize to make your payments.
As for health insurance, that is a determination made by and between insurers and insureds by contract, most likely based on an individual determination of risk.
