Why do militaries throughout history erect barriers and walls? It REDUCES the number of troops required to monitor and/or hold a defensive perimeter.

Using the same number of staff to monitor a perimeter without a barrier that you use to monitor a perimeter with a barrier is as ignorant a move as only you could suggest.
