work for some things, such as for using parks, roads, libraries, schools fire & police departments and so on, even though one might quibble over possible issues, such as whether all citizens should have access to some or all of those regardless of their financial situations, but how would that work for something such as national defense? If someone can't, or won't pay a fee for defense could we defend those who paid from incoming missile attacks, but not those who haven't paid this year's fee?
