Kids should not be allowed to transfer. Of course, kids need to be able to transfer for a variety of situations, but there should be rules, limits, and most importantly, repercussions.
These kids that are transferring multiple times are no longer eligible for degrees. Every college worth anything has requirements about the last X number of hours must come from their university.
