Likely the NCAA would represent the owners. Just as the commissioners do in pro sports. And yes, the athletes would basically be the union, no different than the players associations.
Whether each sport would have its own rules, or an overarching agreement, and then separate rules for each sport, I do not know.
But until there is true representation and agreements on both sides, it will never work.
