for a P5 school with a Top 25 AD budget (nationally) to get outspent by a mid-major.

If what you're saying is true (and it's odd if Gonzaga, a private university, voluntarily publishes their AD's finances) then Sterk should be fired on the spot for dereliction of duty, and utter incompetence.
