hard if you don't have the right coaching staff. MU has all the necessary resources and positioning to compete at a national level.
Alabama basketball isn't good because of their resources or history. They hired a coach away from Buffalo that was making $800k for $2.4M, and even though historically its a crap program it will now be good for the foreseeable future. Because they hired a good coach. That is really all it takes, and then everything else falls in line unless you go to extremes in preventing the good coach from succeeding (which MU also has a tendency to do admittedly).
Look at what we were able to accomplish with Mike Anderson and staff, or Frank Haith and staff. Those are pretty mediocre coaching staffs, and MU was easily and consistently nationally relevant and competitive.
