So, looking just at the last decade (36 teams), you're arguing at least 23 of them (roughly 2/3rds which is a fair estimate of majority) didn't have consistent (let's say 3 of 4 prior years) classes ranked in the composite Top 30?

This is the hill you wanna stand on?
