dying from this along with the number of hospitalizations are the most important factors. Total "cases," which I think is misleading when so many are asymptomatic, it or have mild symptoms, is misleading.
This is not a very lethal virus unless you are quite old and have co-morbidities. On average. I know there are outliers. If it spreads in a nursing home or assisted living facility it is quite deadly.
The median age of deaths in the US is 81 I read a day or so ago. While that's sad and I hope to reach that age some day, you cannot lock down an entire country to save old people.
That's what we did. I've lost my grandparents long ago and my parents a decade or so ago and it sucks. But you don't shut down a country over it. I don't think that will happen again.
