There are two issues at play. If there was fear of overwhelming the system then I understand the belief something needed to be done. That is no longer the case. If we had a virus that was so toxic that even with plenty of care it led to uncontrolled, widespread death than that would require some form of action. That isn't the case here. But I don't think you can make it a number question.
