but I also admit I haven't thought about it much, either.
On one hand, the USG has consistently (mis)treated Native Americans as sovereign nations, and yet, on the other hand, it's as though they are bound to US law when the USG sees it as convenient or expedient to do so. Alcohol regulation is one of those cases that comes to mind. I don't know how citizenship pans out in this case.
