law enforcement are you really under our jurisdiction? The fact that you snuck across our border and are actively avoiding detection suggest otherwise.

To be prosecuted for a crime you first must be apprehended for that crime. All non-citizens are not equal under the law. Some have followed procedures to get here and would most definitely be under our jurisdiction. I would suggest that those who have not are not under our jurisdiction until they are captured or come forward of their own free will.
