The wording of the 14th Amendment is pretty clear - and when politicians reach compromises (even back then), some have different intent than others...what matters is the language (and the courts have ruled on this.)

The only way to remedy it is for the legislators to revisit it - the potus can't write an EO counter to it (well, he can, but the SCOTUS will strike it down quickly, even with kavanaugh.)
