are attempting to interpret the Constitution. And that is fine.
But different people can interpret it differently. It is difficult in my opinion to get into the mind and motives of someone from the mid 19th century.
It says what it says.
Your link also cited this Connecticut law,
“The State of Connecticut adopted a law that read, “All persons born in this State . . . except aliens, paupers, and fugitives from justice or service, are and shall be deemed to be citizens of this State...”
Are paupers not citizens? I am not smart enough to be a lawyer. Certainly, I am no legal scholar. But we cannot selectively decide that well, paupers are OK but aliens are not.
It says what it says.
