and I'd agree that it serves to constrain rights more than it does to enhance them, but whether you call it "government" or not - for example, was it Pickle's private road example?, you have to have some way of settling disputes when they arise and some method of protecting the rights of the property owner. "Nature" doesn't do that. "Nature" says the biggest, strongest, fastest, smartest will win those battles.
