chance to draft a franchise QB for the first time ever.

So what is it, Alex Smith was successful because he was a good QB or the great Andy Reid all-of-the-sudden turned him into one? If he was crap like you're suggesting, why would they go get Smith? Seems like a huge risk. However at the time, it was seen as a great move by the Chiefs since Alex was considered talented and a winner. Just needed out of SF, plus they threw their eggs into the Kapearnick basket.
