There were two problems with that call

First, there was no PI. As others have said, the receiver initiated the contact (which was incidental) and the defender disengaged immediately to go to the ball.

Second, the receiver took off downfield after initiating contact and the ball was thrown anticipating another route. It was not a catchable ball, the receiver did not even see it because he was running a different route.
