No, the Pac 12 schools are more significant than the Big 12

With the possible exception of Utah and BYU, the Pac 12 schools are the leading universities in their respective stastes (i.e. USC, UCLA, Stanford and Cal in California; Oregon and Oregon State in Oregon; Washington and Washington State in Washington; and ASU and U of A in Arizona).
Virtually, none of the Big XII schools are the lead university in their states.
This difference means the Pac 12 football programs will get more resources, etc from the public sectors of their state and/or also from their fanbases. This translates into, on the whole better people and more resoures.
And that will keep the Pac 12 ahead of the Big 12.
Yes, on occassion the Big XII may have programs more highly ranked than the Pac 12 does and/or more programs reanked. But overall, the Pac 12 will be and will remain the better football conference.
