P5 Status is determined by a conference's status in NCAA

The NCAA has multiple divisions. Division 1 consists of about 125-130 schools (the largest programs).
Under NCAA By-Laws only those 125-130 schools vote on By-Law changes that affect them. Division Two and the lower divisions don't vote on those proposals.
The Division One schools are divided by conference. About 65 are members of the larger conferences (B1G, SEC, Pac 12 and ACC). Those conferences are called the Power 5 and membership in them makes a school a Power 5 program).
The other five conferences are referred to by the NCAA as the Group Of Five and their members are referred to as Group of Five programs.
Who knows what changes, if any may occur in the Power 5 and Group of Five designations.
As far as the Big XII is concerned, it is and will continue to be a Power Five Conference until the NCAA takes some action.
