Bottom 40% for both among P-5; in basketball you have to add in there are a number of teams outside the p-5 who spend as well such as the BE, AAC, and programs like Gonzaga. Not impossible, but difficult to sustain top 20-30 success when you're down the list in spending year after year. Just the way it is.
