How have "most places" gone to that type of approach? There are still countless examples of victimless crimes on the books. The list isn't growing smaller.
It is very easy to get the laws perfect. There is a black and white line on what should be a law and what should not. It's very clear and has been talked about many times, but you don't care to listen. Is there a victim that is having their right to property or life being infringed upon?
Discretion should come in the punishment, not in enforcement.
