the level of confidence would probably be rather weak.
For what it's worth, I don't think there should always have to be scientific proof to back up decision making, especially in a significant crisis type situation. On the other hand, when one is making such unprecedented decisions with such a massive adverse impact on so many people... including suspending fundamental constitutional and natural rights... with consequences that could certainly be worse than the danger involved in not acting or in taking less drastic steps... a LOT of confidence in how effective those measures will be and that the benefits will outweigh those massive costs is needed.
